I am looking for a new home in northern virginia and would like to hear some real opinions both good and bad about home builders in the area.
www.ryanhomes.com is a builder who does new construction all over Virginia. They have several communities being built in the Northern Virginia Area.

I live in Florida and have a concrete block and stucco type home. In Virginia I had both a wood frame home and another which was brick and wood frame. My question is : Why is concrete block used so widely in Florida and not brick, and why is brick used so much in Virginia, but not concrete block?
Is is because some materials are more widely available in different regions of the USA?
Yes, the area regulates the materials. Up north red clay is widely available so bricks are widely used. Down in Florida, other materials are available, hence the cinder blocks.
Also, when done right, a cinder block house can be built stronger for hurricanes, and it is a better insulation via the air gap in the blocks.
I recently saw a flyer from a builder in northern virginia who was willing to sell your old home if you opted to purchase a new home. How does this work? Is there any catch to this?
The builder generally takes possession of your existing home and lists it with a real estate firm for sale. While it is an easy way to dispose of your existing home, the trade value is normally not what you might get on the open market selling it directly.
Generally, the builder will allow himself some slack in the price so that he won't lose money when he finally sells your first home.
