It was mentioned to me that each state may have different requirements. I understand that the utilities must be working for inspection, but what about appliances? (oven and refrigerator) Want to buy a REO but the previous owners took the appliances!

In most states the refrigerator is not included with the home sale, and if it is, it comes with the house 'as is' so it is not subject to inspection. Stoves/ovens on the other hand are often included in inspection and home warranties. If there is not one there now there is nothing to inspect and you will simply need to buy one when you move in.

I'm trying to buy my first home and I'm looking into tax breaks or refunds for first time home buyers in the state of Fl. I know there is a tax refund good until June 2009 but I was wondering if there were any more savings or anything else out there I could look for. Thanks.

know-it-all started off well and then fell flat on his or her face. The First Time Home Buyer Credit is fully refundable. Even if your tax liability was $0 you'd receive a full refund of $8,000 if you purchased a home for $80k or more.

I recently sold a home with renters in it and their lease is not up for 9 months. Does the new home owner have to honor their lease? She would like to give them 3 mos. to move.

She does. But by law a homeowner can not be kept out of their own property. She can end the lease now in order to reside in it herself or lease to a close family member (child or parent). She has to wait it out to rent to anyone else.

Taxes are always based on the appraised value. That's the county's appraised value, not the appraisal you got for the mortgage. The county's appraised value might be a lot more or a lot less that what you paid or the appraised value.

However, if it's less, the county will certainly increased the appraised value to at least your purchase price.

Insurance in Florida is regulated by the office of insurance regulation. You can do a search at their site:
http://www.fldfs.com/data/CompanySearch/
Select HOMEOWNERS MULTIPERIL under "Authorized Lines of Business" and you will get a listing of companies able to write a new homeowner policy.
