I have a friend who is going to purchase a mobile home from a private owner. the mobile home is not on private land, he will be paying rent for the land, but he is not sure if he will have to pay taxes when he obtains the title for the home. we were curious to know if it is like when you buy a car where you pay taxes to the motor vehicle department based on the amount of the purchase. Thank you very much for your answer. by the way, this is in New York.
You are issued a tag(license plate) that is posted on the trailer while it is being transported. Once in place, you can remove the tag and keep it in a safe place. It is still considered your personal property, even if you are on a lot in a park or on someone's land. It is normally included in your personal property tax through your county assessor/tax office. You must keep up the personal tax on it, just as you would your car, but you only have to pay a transportation tag if you are going to be moving it.
Make sure current owner pays all owed taxes on the mobile home prior to purchase, or the assessor can levy a tax lien on it until it is paid, and will not transfer title. Even though he might purchase it for a given price, the assessor will book appraise it according to manufacturer and age, and later a field appraiser might re-evaluate the condition and improvements. The annual taxes may be lower than you originally planned.

let me put it this way, the less populated and more antiquated a village or town you look in, the cheaper their trailers cost.
i lived upstate new york for a few years and noticed that the nicer mobile homes were more expensive and were in better off areas.
i knw thats not what your looking to hear, but without a specific part of upstate new york, i wouldnt know where to start. There is this one place i know called BUTLER Homes and RV's that is in working class type village that may be what your looking for. Located at the junction of Rt. 42 and Rt.97.....further up rt. 42 there is trailer park called "Greenwood Community" that i beleive rents and sells their trailers. Definately gonna have to do some leg work to find the best deal

Most states I am familiar with, treat manufactured housing (what we used to call mobile homes) like personal property. They may not have a title at all.

I am looking for some information regarding moving of a single wide mobile home in New York. I know there are certain restrictions, but I'm not exactly sure what they are.. I though it had something to do with the year of the mobile home, but any information would be greatly appreciated.
You need permission from the Police and a wide load lorry..
There are trailer/mobile home parks in NY State but not near New York City. You might try Orange County, NY which is about 1 hour north and west of the city.

WGXC Newsroom · Coxsackie readies mobile home park water hookup
Holding up the hookup has been the fact that the village is completing work on a new water treatment plant, which got underway a couple of months ago and is expected to be completed in the spring. Until that is done the village is somewhat constrained in how much water it can supply for new hook-ups, even though the Diederich’s issue was considered a public health matter so clearance was given by the state. “Because of the limited capacity we have with the current plant, we don’t have the ability to hook-up a large number of new water users,” Mayor Mark Evans said. “But two of Diederich’s wells went bad and they were forced to choose between installing an expensive chlorination system or hooking into the village system. They opted to do the latter.”
