Please let me know what ideas you have (flower/tree types) that would work well in the IL/WI climate. Also would decorative walkways be included in that?
It won't get you a ton, but its a good start. Think about what you really need early on, and then work the rest in as you have more time or money.
The walkways / patio are going to be the most expensive part, so look at that first. There will likely be big variations in contractors so be careful on this. You may end up waiting on this when you see the prices. You can go with some cheap precast stones from a home improvement store for a couple of hundred dollars.
Trees will also be pricey, depending on how many you want and the sizes. Figure to double the price if you want the nursery to deliver, plant, and guarantee. Defintely get a few to plant in the spring.
Grass and topsoil can be expensive if you have a lot of area, but the prices for those are fairly standard, so you should be able to get good numbers with just a couple of phone calls.
Since your builder is probably not an expert at all these things, you may want to think about where best to use the allowance. If you don't like his choice of nursery, get your own, and use the allowance for landscaping stuff the builder can handle!

Details: Having home built on empty lot now (Illinois metro area St. Louis, Madison country IL, be finished in Aug 2007. Question; what would I have to pay in property tax in that first year?
Estimated taxes to be $600/m. My payment principle and interest is $1700/m. We can say in theory my payments each month would be $2300.
I have someone who went through this two years ago, saying because the value of the land was basically nothing on the last assesment 2007, you will be paying like $50/m property tax until the tax assessor comes out the next year.
Assume the assessor comes in June/July. They said in Aug 07 we will pay $50/m (as a guess) until the following 2008 June/July when the assessor values the lot now with a home. We wouldn't have to go up to $600/m until July/Aug 2008.
We wouldn't owe anything for property tax at closing, but another person is saying you will have to come up with 7,200 in Aug 2007 closing for next year.
How is right?
In IL taxes are paid in arrears, meaning you are paying last years taxes this year. Your taxes for the 1st year on new construction will be low and will not adjust until the following year. You never have to pay for property taxes at closing when you purchase a new home or new construction. The only time they would collect anything would be to set up an escrow account.

I am relocating to Houston next month for a new position with my employer. My current townhome has a 10 yr mortgage, which I would have 5 more years to pay on it. I am trying to decide if I should hold on to it for 5 years and try to rent it out, or just sell it. I live in IL in the Naperville district, so its a nice area. But I am worried about all of the new home constructions around me and since it is a buyer market now, will it be harder to rent out?I have never rented out before and do not know what to do. I have been approved for a townhome in TX based on keeping the 1st home and financially, I could pay for both, but was not sure if that is a wise move. Maybe renting in TX would be better. I would prefer to at least have some rent coming in for the IL home to pay part of the 1st mortgage if I should keep it. What do you think?
First off great move on a ten year mortgage. you are one of the few that truly are in good position with there house.
If you could swing a renter that covers the IL. mortgage do so, even if you just break even or make just a little just save it for repairers taxes etc. In five years you have a cash cow, or golden goose, Great job there.
Now for the Move the Houston may be you should rent till you get to know the area, also hang low for the price drops, I think that for the most part the home price are going to drop throw the floor, the reason for this is the dishonest buying selling practice used by Realtors. This is out lines on this web site and I think that the maket is relay over inflated due to bad information.

We are moving to a new construction subdivision and are selling our home, however, I need to find a place to rent for a couple of weeks to a month just incase our house sells before the subdivision is complete. Perferablly in the Chicago south side or surrounding south suburbs
Try Rent.com. They allow you to view the apartments that allow pets - if the property does not list a shorter term lease call and ask the leasing office. They don't always advertise it.
You can also Google "Corporate Apartments". Many of those places allow pets. Oakwood Apartments has many choices in Chicago.

The state’s stack of unpaid bills will soon double despite an income tax increase, according to state Comptroller Judy Baar Topinka.
The four year, temporary personal income tax hike of 67 percent was approved on the final day of the previous Legislature and recently signed by Gov. Pat Quinn. In part, the income tax hike is designed to help Illinois catch up on past-due bills and stop being delinquent on its payments.
“Our current backlog of bills stands at $6 billion, and the increased revenues will help address this backlog,” said Kelly Kraft, spokeswoman for the governor’s Office of Management and Budget.
Not quite, according to Topinka, who is in charge of Illinois’ checkbook.
“By the time we get through four years from now and all of this and what they’re able to spend, we will probably have a debt of $12 billion of unpaid bills that have yet to be dealt with,” the Riverside Republican said.
Topinka said her office is now working on getting last August’s bills paid.
