I am thinking about building a new home and the weather here is cold/snowy winters. If I do so is there anything I should keep an eye on as far as weather (i.e. they should not pour concrete when its wet, too cold, etc. the wood will rot if it gets too wet and is not covered, ?)
You have identified a real concern. Concrete will not properly season/dry if it is too cold. If it rains, and the roof and walls are not complete, you could damage the interior.

Please see the posted pictures. This is the front of my brand new home that is being built, after raining. It is in a new development. Notice the collected water from the curb. Notice the crack in the street and curb. This area has sunk and the builder is telling me its no big deal...its not them, its the developer.... its not stagnant water.... it will dry quickly.... There is nothing they can do about it....My real estate agent doesn't see any problem with it either... AM I CRAZY????

You are not being anal about this, it is a very understandable concern. I have been building homes for 5 years now so I see where your contractor is coming from and I also understand what is really going on here. I used to rent a home with this same problem and let me first say that it only gets worse. There is a settling problem under your road where this is happening. Worst case scenario is this is the location that your water line is tapped into the city main, there is a leak and it is washing away the soil under the street creating a "sink hole." Another possibility is that the soil in your area contains a mineral that is water soluble. This was the case at my rental. The water soluble element of your soil dissolves and creates a void in the soil, the weight of the road and dirt above it collapses and fills the void. This happens on a very small scale but over time it adds up and you have a pond in your front yard that collects water which then dissolves more mineral as it seeps through the soil and compounds the problem. The third possibility which for your sake I hope is the case here. The developer of the subdivision got lazy when they were prepping for asphalt. The soil just didn't get compacted enough and over time it tends to compact itself, creating a small dish in the road. As for your contractor he is right in the fact that it is not his problem, (unless he connected the water line that is leaking) it is the developers problem as they are responsible for paving the roads. However if it is the soil, your neighbors will likely have the same problems and it should have been disclosed before you bought the lot. Any "good" real estate agent will always tell you that everything is ok because their chances of making money through you diminish if you feel like things aren't ok. I'm not saying that your agent is deliberately lying to you because they probably don't have a clue about what might be causing this. And your contractor is telling you not to worry because his job is easier if you're happy about what is happening at your lot. He should be on your side with this, not against you. I hope this answers some of your questions about what is really going on. As for what you should do about it and what you legally can do about it, I do not have those answers. Building a home is always a stressful process and it's always unfortunate when something like this adds to your worries.

would save me $4000, I think its a waste since we can't use it to water lawn and I suspect we will have torrential rain when it comes , like what happened in Dallas
If you plan on staying in this home for many years and do not think you would ever use the system it would certainly be a waste. If however tou don't plan on staying and the other homes in the area have under ground watering systems it could be costly to add later and could be a valuable marketing tool....
Dragging garden hoses around a yard to water is something that just isn't done any more in some income bracket of homes. Only you know your neighborhood so only you can determine later value vs later cost. I'm sure that to install after the landscaping is done would be more costly...

We moved into a new build home 3 years ago - in Scotland. With the very high winds and rain last night I awoke around 2am to hear a dripping noise from our bedroom side window.
Further investigation revealed water was heavily seeping through the frame of the window and the seal beween the part of the window that opens (at the bottom). I placed a towel on the window ledge and this morning it was soaking. Now this could be down to the high winds pushing the rain at an unusual angle but I don't want to have this every time the wind picks up and as mentioned - alot of water on the towel.
My question in what way am i covered to get this fixed?
I cannot surely blame the housebuilder as the 1yrs snagging has expired 2 yrs ago. Would this be something I could contact NHBC about?
Or do I have to make a claim on my home insurance?
Any help on this would ne appreciated.
If it has a NHBC on it it is covered for 10 years. If it hasn't then you should be able to claim of your household insurance

The gain in permits may be a positive for housing as it in part reflects optimism of homebuilders. It is the first decision made when building a home. December starts were weak and this likely was due to cold, snow and rain in the month. Permits aren't affected as much by weather as homebuilders use pen and ink vs. bulldozers and workers that need decent weather to begin. Privately-owned housing starts in December were at a seasonally adjusted annual rate of 529K. This is 4.3% below the revised November estimate of 553K and is 8.2% below the December 2009 rate of 576K. Single-family housing starts in December were at a rate of 417K; this is 9.0% below the revised November figure of 458K. The December rate for units in buildings with five units or more was 102K. The Commerce Department’s U.S. Census Bureau today released data on new residential construction in December 2010. Permits for new homes jumped 16.7 percent in December compared with private-sector expectations...
