You can't. The value would depend on the current condition of the furniture. This will be a matter for negotiation, like so much else will be also. The lawyers probably have info on typical values overall for a house full of furniture.

If I'm looking at buying a house through the VA and the house is being sold for 220k. im approved up to 250k, and that house is appraised at a value of 260, could I take 240k and use the extra money for appliances, furniture, etc.?

Not with a VA loan, no. And is that a VA appraisal? VA appraisals are notoriously low especially in this market.

Their asking $8,700.That seemed a little bit steep to me.It sounds like it's in good condition and updated.
Should I get a home value report?

It has no value at all. You will have to pay cash. The only thing of value they have is the right to rent the dirt under the place.

8,700 sounds really high unless it is a really sought after park.

My parents want to switch insurance companies for home insurance to get a better rate. Our house was just assessed at a value higher than before. I figured that putting away anything that will raise the assessment value can reduce the home value. Would it be possible to submit an inventory of things which may be assessed beyond its value to prevent our house from being overvalued.... (These items include doors, hardwood floors and furniture.)...? The assessment value was 700 thousand dollars when our house is worth less than $600K. This would cost us more than before.

OK, you do realize that you're comparing apples and horses, right?

ASSESSMENTS, are for the market value of a house. Most homeowners insurance policies, are for the cost to rebuild.

This day and age, it's quite possible to buy a house, for a lot less than it would cost to rebuild it.

If you WANT a "market value" policy, you can get one. It costs more, than a "replacement value" policy - and come claim time, you do NOT get "replacement with like kind and quality".

So be very, very careful what you're asking for, and think the ramifications through. Most people who do what you are talking about doing, end up extremely unhappy at claim time - because they don't get enough money to FIX the house.

Basic is window treatments - setting the table - accessories/art - a few pieces of furniture to suggest room use, a few plants to spruce up the front yard..

That all depends on how much your home is worth, how much equity you have into it, how much your net earnings will be after realtor expenses, mortgage payoff, etc... While $2700 may sound like a lot - how much will it cost you if your house does NOT sell? It's a small price to pay I would think, in the southern California area, since home prices can be quite expensive, but you really need to look at your own bottom line to make the correct decision, since staging a home will not increase the value of your home at all. Though it may give the prospective buyers an idea about how they might arrange their own furniture in your home - which really seals the deal when it comes to capturing the buyers mind (Them picturing their own furniture is code for - yes, I can see myself living here) for your own home.
